Palestinian Refugees in Lebanon:
“We demand to live in dignity!”

We, the Palestinian Youth Movement, stand in solidarity with Palestinian refugees across Lebanon who are protesting for their right to live and work with dignity! Since July 17, 2019, Palestinian refugees have taken to the streets to demonstrate against the Lebanese Ministry of Labor’s crackdown to “limit foreign labor.” In effect, this has banned all Palestinian and Syrian refugees from working without work visas. The Ministry directed authorities to raid shops, factories, and industrial zones across Lebanon to ensure that there are no so-called “illegal foreign workers.”
The Ministry’s recent decision is part of an ongoing attack on the basic dignity and livelihood of Palestinian workers. For over 70 years, the Lebanese government has marginalized and besieged Palestinian refugees in Lebanon. Pre-existing laws already barred Palestinians from employment in certain sectors. Now, this policy will cost Palestinians and Syrians millions of Lebanese liras to afford a work permit. Such attacks on the economic independence of Palestinian refugees further U.S.-driven agendas such as the “deal of the century.” By requiring a foreign work visa, this law attempts to reduce Palestinians’ status from refugees to foreigners within the broader context of attempts to erase Palestinians as a refugee group with indisputable rights. This repression is part of an ongoing systematic attack on the political will of Palestinian refugees to mobilize for their civil and national rights, of which the Right of Return is central.
Palestinians of the camps in Lebanon, however, have refused to accept these terms. Palestinian workers in Rashidieh, Bourj El Shamali, Bourj Al Barajneh, Beddawi, Ein El Hilweh, and other refugee camps have responded by launching a general strike. By going on strike, Palestinians have withheld their labor power and shut down their markets, foregoing their only source of income to send a message and make clear the extent of their contribution to the Lebanese economy. Their popular uprisings reflect the continuous state of racism and siege they face in Lebanon. Their strikes demonstrate their resilience and steadfastness in the face of ongoing attacks on their dignity and livelihood. As Palestinian youth in exile, we commend their efforts and affirm their demands for the right to work, an end to discrimination, and the guarantee of their legal status.
We cannot isolate the Palestinian experience in Lebanon from that of Syrians or that of migrants, refugees, and workers in Lebanon and globally. The Ministry claimed that the measure was directed against Syrian workers but it extended to Palestinians, as their workplaces and circumstances in Lebanon are inextricably tied. Syrians, who have been taking refuge in Lebanon since the 2011 uprisings, are barred from working in Lebanon without a work permit. They face wage exploitation, poor work environments, and the constant threat of deportation back to Syria. We cannot support the Palestinian plight for the right to work and live in dignity without supporting the Syrian plight for the same, just conditions, for they have both been targeted by repressive Lebanese policies and scapegoating.
We also cannot ignore the abusive and exploitative conditions that migrant workers from Ethiopia to the Philippines, Nepal to Sri Lanka, face in Lebanon, while living in fear of deportation. These experiences and policies highlight the interconnectedness between refugees and migrants and their struggles for safety, fair pay, and access to equitable employment and living.
We reject the decision by the Lebanese government, and we demand that its Ministry of Labor restore and affirm the rights of Palestinian, Syrian, and all refugee and migrant workers. We call for unity with the Lebanese people in a common struggle to live with dignity and self-determination. As Palestinian youth in the U.S., we reject the “deal of the century” and all U.S. efforts to deny our Right to Return. Like our Palestinian and Syrian siblings in Lebanon and globally, we are steadfast in our determination to return to our homeland. The strikes across Lebanon and the ongoing Great March of Return only affirm what we already know — that our struggle is a struggle of Return and our Return to Palestine will be led by the camps.
We echo the call for people in occupied Palestine, in the Arab nations, in Europe, and across the globe to mobilize in support of the demands of Palestinians in Lebanon. For those in the U.S., we call on you to pressure local Lebanese embassies or consulates by making phone calls, writing letters, and organizing public actions to express your outrage and to demand that this unjust decision be revoked.

نحن في حركة الشباب الفلسطيني نتضامن مع اللاجئين الفلسطينيين الذين يتظاهرون في أنحاء لبنان مطالبين بحقهم للعيش والعمل بكرامة! منذ ١٧ يوليو ٢٠١٩ واللاجئين الفلسطينيين في الشوارع متصدين لقانون وزارة العمل اللبنانية للحد من العمالة الأجنبية حسب قولهم. هذا القانون يمنع جميع اللاجئين الفلسطينيين والسوريين من العمل دون فيزا. الوزارة أمرت السلطات بمداهمة المحلات والمصانع والمناطق الصناعية في أنحاء لبنان لضمان عدم وجود أية عمالة "غير قانونية."
قرار الوزارة الأخير ما هو إلا استمرار للحملة ضد كرامة ورزق العامل الفلسطيني. ٧٠ عاما والحكومة اللبنانية تهمش وتحاصر اللاجئين الفلسطينيين في لبنان حيث أن القوانين الموجودة تمنع الفلسطينيين من العمل في العديد من القطاعات. هذه السياسة الجديدة ستكلف الفلسطينيين في لبنان ملايين الليرات لاستصدار إذن العمل. هكذا الحملات ضد الاستقلال الاقتصادي للاجئين الفلسطينيين تدعم الأجندة الأمريكية كتمرير صفقة القرن. من خلال فرض استصدار إجازة عمل يرمي هذا القانون إلى تقليص وضع الفلسطينيين من لاجئين لأجانب في السياق الأوسع لمحاولات محو الفلسطينيين كمجموعة لاجئين تتمتع بحقوق لا جدال فيها. هذا القمع جزء من حملة ممنهجة على الإرادة السياسية للاجئين الفلسطينيين للتحرك من أجل حقوقهم المدنية والوطنية والتي تمثل حق العودة جزءا مركزيا منها.
فلسطينيو المخيمات اللبنانية رفضوا قبول هذه الشروط فعمال فلسطينيون في الراشدية والبرج الشمالي وبرج البراجنة والبداوي وعين الحلوة وغيرها من مخيمات ردت من خلال إعلان إضراب عام. من خلال الإضراب الفلسطينيون يوقفون قوتهم العاملة ويغلقون أسواقهم، متخلين عن مصدر أرزاقهم الوحيد كي يرسلوا رسالة واضحة تبين مدى مساهمتهم في الاقتصاد اللبناني. انتفاضاتهم الشعبية تعكس وضع العنصرية المستمر والحصار الذي يواجهونه في لبنان. إضراباتهم تعكس عزيمتهم وصمودهم في وجه الهجمات المتواصلة على كرامتهم ورزقهم. كشباب فلسطيني في المهجر، نثنيهم ونؤكد على مطالبهم من أجل حق العمل وإنهاء التفرقة وضمان وضعهم القانوني.
لا نستطيع أن نعزل التجربة الفلسطينية في لبنان عن تجربة السوريين في لبنان أو تجربة المهاجرين واللاجئين والعمال عالميا. الوزارة ادعت أن الخطوة اتخذت ضد العمال السوريين فقط لكنها امتدت للفلسطينيين فإن أماكن عملهم وأوضاعهم في لبنان لا ينفصلان. السوريون الذين يأخذون لبنان ملجأ لهم منذ انتفاضات ٢٠١١ ممنوعون من العمل في لبنان دون إجازة عمل. يواجهون استغلال الأجور وأوضاع عمل مزرية وتهديد مستمر بالترحيل إلى سوريا. لا نستطيع أن ندعم النضال الفلسطيني من أجل حق العمل والعيش بكرامة دون دعم النضال السوري من أجل نفس الأوضاع المنصفة فيتم استهداف الفئتين بالسياسات اللبنانية القمعية والتحريضية ذاتها.
لا نستطيع أيضا إغفال الأوضاع الاستغلالية والمسيئة التي يعيشها العمال المهاجرين من أثيوبيا والفلبين والنيبال وسري لينكا وغيرها في لبنان المهددين بالترحيل. هذه التجارب والسياسات تعكس التماهي بين قضايا اللاجئين والمهاجرين ونضالهم من الأجل الأمن والأجور العادلة وتأمين عمل عادل وعيش كريم.
نحن نرفض قرار الحكومة اللبنانية ونطالب بأن تعيد وتؤكد وزارة العمل على حقوق العمال الفلسطينيين والسوريين وجميع العمال واللاجئين الأجانب. نحن ندعو للوحدة مع الشعب اللبناني في نضال مشترك من أجل العيش بكرامة وتقرير المصير. كشباب فلسطيني في الولايات المتحدة نرفض صفقة القرن وجميع المحاولات الأمريكية الرامية إلى سلبنا من حق العودة. كإخوتنا الفلسطينيون والسوريون في لبنان والعالم، نحن صامدون في عزيمتنا بأن نعود لأوطاننا. ما تؤكد الإضرابات في أرجاء لبنان ومسيرة العودة الكبرى المستمرة إلا أن النضال هو من أجل العودة وعودتنا إلى فلسطين ستقودها المخيمات.
نحن نردد الدعوة لشعوب فلسطين المحتلة والدول العربية وأوربا وكافة أرجاء العالم بأن تتحرك دعما لمطالب الفلسطينيين في لبنان. لهؤلاء في الولايات المتحدة، نحن ندعوكم بأن تضغطوا على السفارات والقنصليات اللبنانية الأقرب إليكم من خلال الاتصالات الهاتفية وكتابة الرسائل وتنظيم مظاهرات عامة للتعبير عن غضبكم والمطالبة بأن يلغى هذا القرار الظالم.
